Chiba Bank Singapore Branch serves as a key overseas hub, providing comprehensive financial services including loans, deposits, trade finance, and foreign exchange to corporate clients, while also supporting their overseas business operations across Southeast Asia.
We are seeking a Senior Deputy General Manager, and this senior leadership position will be responsible for overseeing and directing the Branch's treasury operations, investment strategies, and business development initiatives. The incumbent will lead cross-functional teams, drive strategic decision-making, and ensure that the Branch's operations align with the Head Office's overall corporate strategy and regulatory requirements.
Job Description- Strategic Leadership in Funding Expansion (USD, AUD, SGD):
- Direct and oversee market development strategies to diversify and broaden the Branch's funding base across USD, AUD, and SGD.
- Lead financial institution outreach initiatives and approve new interbank counterparty relationships.
- Oversee the design and implementation of new funding instruments (e.g., repo transactions, swaps) in coordination with the Head Office.
- Establish governance frameworks and internal controls to support diversified funding activities.
- Oversight of Investment and Lending Strategy:
- Lead the identification, evaluation, and approval of investment and lending opportunities in Australia, India, Singapore, and other ASEAN countries.
- Direct on-site due diligence activities and oversee the preparation of investment proposals for senior management and Head Office approval.
- Set strategic priorities and allocate resources for business development initiatives across the region.
- Internal Advisory and Senior Decision Support:
- Serve as a senior internal advisor to the General Manager and Branch leadership on Project Finance transactions, Bond Investment strategies, and transactions involving Japanese corporate clients.
- Provide executive-level guidance on complex financial products and risk considerations.
- Chair or participate in internal committees related to credit, investment, and risk management.
- Direction of Market Research and Economic Intelligence:
- Direct macroeconomic analysis and financial market research activities for the Asia-Pacific region, with particular focus on Australia, India, Singapore, and ASEAN markets.
- Oversee the production of periodic reports on regional economic trends, interest rate movements, and regulatory developments to support the Branch's strategic decision-making.
- Ensure that market intelligence is systematically integrated into business planning, investment decisions, and risk management processes.
- Executive Stakeholder Management and Head Office Liaison:
- Serve as the principal liaison between the Singapore Branch and the Head Office on all treasury, investment, and strategic matters, representing the Branch in executive-level discussions.
- Oversee the preparation of investor-grade presentation materials and management reports for the Board of Directors and senior executives.
- Lead engagement with external stakeholders including credit rating agencies, external auditors, and regulatory authorities.
- Drive cross-departmental strategic initiatives and alliance strategies in coordination with headquarters, ensuring alignment between Branch operations and the Bank's group-wide corporate objectives.
- Bachelor's Degree in Accounting, Business Administration, Commerce, Banking & Finance, Economics, or equivalent from an accredited institution.
- Minimum 20 years of experience in a publicly listed banking or financial institution, of which at least 10 years must be in front-office treasury operations (including money market funding, repo transactions, derivatives, and multi-currency liquidity management), and at least 5 years in a managerial role or above.
- Minimum 5 years of experience in bank treasury operations at a managerial level, including oversight and management of money market funding, repo transactions, derivatives, and multi-currency liquidity management.
- Minimum 2 years of experience in strategic planning or senior management of market/treasury or international divisions within a publicly listed bank, including leading cross-departmental initiatives and alliance strategies.
- Minimum 3 years of experience in directly coordinating and communicating with C-suite executives (CEO, CFO, or equivalent) of a publicly listed financial institution, through corporate planning, investor relations, or executive secretariat functions.
- Demonstrated senior-level experience in directing credit assessment, financial performance oversight, and ongoing credit monitoring of overseas offices or international loan portfolios, with authority to approve or escalate credit decisions.
- Minimum 5 years of experience in managerial roles at overseas financial centers (e.g., New York, London, Sydney, or equivalent international hubs), with practical leadership experience in cross-border business development and economic/market analysis of the Asia-Pacific region.
- Business-level proficiency in both verbal and written English and Japanese (equivalent to JLPT N1) is required to manage finance projects with various stakeholders and make negotiations to senior management of key clients and fulfill accountability to stakeholders and management of HQ in Japan.
- Strong analytical, problem-solving, and executive reporting skills, with demonstrated ability to prepare Board-level presentation materials, investor communications, and management reports for senior executives and external stakeholders such as credit rating agencies.
- Willingness to travel regularly to Australia, India, and other ASEAN countries for on-site due diligence, executive client meetings, and strategic business development activities.
