Job Summary:

We are an innovative Biotech/Pharmaceutical startup seeking a dynamic and versatile HR & Admin Manager to build and shape our human resources and administrative functions from the ground up. This role is crucial for establishing a strong team culture, streamlining HR processes, and supporting the rapid growth of our organization.

Key Responsibilities:

  • Develop and implement HR policies, procedures, and workflows aligned with startup culture and growth objectives.
  • Lead talent acquisition efforts to attract top-tier scientific and operational talent.
  • Foster a collaborative and innovative work environment.
  • Oversee daily administrative operations, including office management, procurement, vendor relations, and facilities.
  • Establish and maintain compliance with legal, safety, and regulatory requirements specific to biotech research.
  • Build and maintain HR documentation, employee records, and HR reporting systems.
  • Drive the setup and implementation of HR system.
  • Manage payroll processing, ensuring accurate and timely salary payments
  • Ensure compliance with tax and statutory requirements (i.e CPF submission and IRAS submission under AIS), and handling of employee benefits.
  • Support organizational development as the company scales and evolves.

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, Life Sciences, or related fields.
  • Proven experience in HR and administrative roles, preferably within startups, biotech, or research environments.
  • Demonstrated ability to build HR processes from scratch in a fast-paced setting.
  • Strong organizational, leadership, and project management skills.
  • Excellent communication, problem-solving, and interpersonal skills.
  • Experience with payroll administration and compliance.

Preferred Skills:

  • Startup mindset: adaptable and proactive.
  • Experience setting up and managing HR systems in a scaling environment.
  • Knowledge of biotech research workflows, regulations, and compliance standards.
