Location: CBD
Working Hours: Monday and Tuesday: 8:00pm to 4:00am, Wednesday to Saturday: 8:00pm to 4.30am
Our client provides district cooling and heating services to developments in Singapore and China.
Responsibilities:
Project Planning Stage- To familiarise with District Cooling System (DCS), design concept, drawings & documents, scope of work together with the appointed project engineers for SDC Projects at Marina Bay, Raffles Place, Marina Square, Suntec City and CBD Area.
- To familiarise with site and DCS Pipeline proposed route.
- To assist with checking method statement, shop drawings and submission documents of DCS Pipeline contractor, Mechanical, Electrical & Plumbing (MEP) contractor and Instrumental & Control (I&C) contractor based on contract document and document submission from suppliers.
Project Implementation Stage:
- To review contractor weekly schedule and plan the work activities with Project team and DCS Operation team. Confirmed daily work plan after coordination and input worksite details in Operation Planning at least a day before work commencement date.
- To attend daily morning Toolbox Meeting (TBM) highlighting the daily work plan, any foreseen safety issue and mitigation measure on site with contractors. To input TBM details in Microsoft Power Apps (if required).
- To ensure the contractor shall not start work without TBM conducted at site.
- To apply and issue weekly Permit-To-Work (PTW) to the contractors for works to be carried out in DCS Plant. Ensure the contractor upkeep PTW issued to its working partners (subcons, movers, etc).
- To ensure the contractor’s CCTV system is working properly at all required work areas with clear angle of coverage before any work commences. The recorded footage must be able to stream and view clearly from the CCTV cloud/storage system at all time.
- Participate in daily evening meeting before site work ends, ensure proper housekeeping and good site condition before contractor demobilization and summarise findings.
- To submit daily site report with photographs, capture completed site work with measurement, including the location of the mentioned works to Project team & project email address.
- Work with contractor to update site log daily and upkeep shop drawings, master construction schedules and delivery records.
- To check Method of Statement (MOS), Safe Work Procedure (SWP) and Risk Assessment (RA) validity and ensure contractor carried out the work accordingly.
- To ensure contractors carried out works not affecting/compromise safety, environmental and health matters.
- To monitor and ensure that site works are carried out according to contract and approved shop drawings.
- To carry-out works verification and works progress certification for works completed by contractor.
- To identify site issues and work with engineer to resolve problems.
- To witness the site tests according to the criteria and method statement.
- Enforce SP Group safety mindset/culture for all staff deployed on site, DCS Pipeline contractor, MEP contractor, I&C Contractor as well as Principal Supplied Equipment (PSE) supplier representatives.
- Work with SDC/SP Group safety team who will conduct weekly work site safety inspections.
- To report any safety lapses/ non-compliance/ accident/ incident/ near-miss happened on-site immediately to the Project Manager and provide all necessary detailed information and submit a formal report within 24 hours according to the incident reporting procedures set by SP Group.
- To supervise underground DCS Pipeline works including civil, road works and other associated works.
- To ensure all the checklists and Permit To Work (PTW) are correctly done by contractor before work commencement.
- To ensure progressive shoring is to be implemented and be verified against PE design for excavation work beyond 1m depth.
- Ensure all underground services detection drawings, Notice for Commencement of Earthwork (NCE), authority’s approval etc. are available on site and pegging of existing underground services has been marked out before excavation works commences.
- Ensure full compliance to SP Group’s Standard Operation Procedures (SOPs).
- To check validity of worker’s SP Safety passes, Work at Height (WAH) passes, Register Excavator Operator (REO) passes, Register Earthwork Supervisor (RES) passes, Lifting Gear & Equipment certificate etc. before works commences.
- To work with the DCS Pipeline Contractor’s Design for Safety Professional and Safety Officer to develop safety plan and measures to be implemented on-site.
- To supervise MEP works including mechanical, electrical, civil, instrument & control and other associated works.
- To receive the equipment and components together with the supplier, MEP contractor. Verify the quantity and state of equipment based on bill of lading on site.
- To assist with construction work coordination between all involved parties (project, contractor and DCS plant operation). Ensure that work carry out does not disrupt the DCS plant and building owner daily operation.
- To conduct line checks to ensure the system are installed as per design according to Piping & Instrumentation Diagram (P&ID), Single Line Diagrams (SLDs) and General Arrangement (GA).
- To assist with carrying out pre-commissioning and testing & commissioning of DCS according to contract/ method statements.
- To work with the MEP Contractor’s Design for Safety Professional and Safety Officer to develop safety plan and measures to be implemented on-site.
- To assist with creating defect punch list to identify all defects and clearing defects to ensure smooth operation of system.
- To assist with checking the surveyed underground pipeline drawings, as-built drawings and O&M manual submissions by contractor.
- To assist with handing over the DCS to O&M team.
Requirements:
- Diploma in Mechanical Engineering discipline from any of the recognized Polytechnics in Singapore
- The RTO shall be accredited by Joint Accreditation Committee (JAC) of the Institute of Engineers Singapore (IES) and/or Association of Consulting Engineers Singapore (ACES).
- The RTO shall be trained and equipped with valid certification for Supervise Construction Work in WSH (Workplace Safety and Health) conducted by Ministry of Manpower’s Accredited Training Providers.
- The RTO shall have 5 to 10 years of experience as a RTO, of which at least two (2) years shall be in supervision of works involving installation and T&C for chilled water plant and distribution pipework.
