Requirements
- Degree in Social Work, Community Development, Business Management or related field.
- At least 3 years of relevant experience in volunteer management, community partnerships or programme management.
- Strong interpersonal, communication and stakeholder management skills.
- Familiarity with NCSS Volunteer Management Framework and sector standards.
- Proficient in volunteer management systems and digital engagement tools.
Responsibilities
Volunteer Strategy, Governance & Framework Enhancement- Lead the review, refinement and implementation of 4S’ existing Volunteer Management Framework to ensure relevance, scalability and alignment with organizational strategy.
- Translate the volunteer strategy into enterprise-wide policies, SOPs, KPIs and governance structures across all facilities.
- Ensure volunteer planning is integrated into service delivery models, programme needs and workforce planning.
- Serve as business owner of the Volunteer Management System, ensuring it supports strategic planning, engagement tracking and impact measurement.
- Drive system adoption, data integrity and analytics use for evidence-based decision-making.
- Partner with the Project Manager and vendors to optimize workflows, dashboards and reporting.
- Build strong volunteer engagement through regular appreciation, feedback mechanisms and peer-sharing platforms.
- Implement recognition programmes (awards, certifications, progress opportunities).
- Use data insights to identify engagement gaps, retention risks and improvement opportunities.
- Work with external partners (NCSS, NVPC, sector agencies) to benchmark practices and adopt sector best practices.
- Equip volunteers with skills for specialized roles (e.g., eldercare, dementia support, therapy, digital facilitation).
- Upskill staff in volunteer engagement and supervision.
- Ensure compliance with NCSS Volunteer Management Framework, safety protocols and data protection requirements.
- Manage Volunteer Management System (VMS) for accurate records, scheduling, and analytics.
- Produce organisation-level volunteer impact, utilisation and outcome reports for Management and Board.
- Support risk management and safety protocols for volunteer activities.
- Develop strategic volunteer pipelines with corporates, schools and community partners to support long-term sustainability.
- Work with Communications to strengthen volunteer branding, outreach and storytelling.
- Explore funding and sponsorship opportunities linked to volunteerism initiatives.
- Five-day work week, up to 44 hours per week
- Availability to attend meetings or work on weekends when required
- Willingness to work five days per week at Eunos Crescent
