Position Summary:

The HR Business Partner & HR Learning & Development Partner (HRBP & HRLDP) is a hybrid role that provides both local HR business partnering support for Singapore and regional learning & development partnership across HR Asia. The role acts as a strategic advisor to Singapore leaders while also driving regional capability building initiatives, partnering with Talent Management to strengthen HR functional excellence and people development across Asia.

As a key member of the Asia HR team, this role serves as a proactive communicator, problem solver, and change agent – balancing day to day HR operations with longer term learning, talent, and development strategies. The HRBP & HRLDP supports employee engagement, leadership readiness, functional training needs, and HR capability uplift across the region.

Responsibilities:

HR Business Partnering (Singapore)
  • Serve as the primary HR contact for Singapore employees and leaders, advising on people matters, employee relations, performance, and HR compliance.
  • Coach managers on performance management, feedback, conflict resolution, and development planning.
  • Drive onboarding, assimilation, and employee experience initiatives.
  • Support local recruitment activities with TA; participate in interviews where needed.
  • Execute Singapore‑specific HR processes such as payroll changes, HRIS updates, exit management, and employee documentation.
  • Partner with COEs (Talent, TA, TR) on annual cycles such as merit, bonus, talent reviews, and engagement actions.
  • Monitor workforce trends, provide insights to leadership, and support business restructuring/organisation changes when required.
HR Learning & Development Partner (Asia)
  • Work with Talent Management to identify HR capability needs across Asia (e.g., coaching skills, HR analytics, ER capability, onboarding excellence).
  • Support design, localisation, and delivery of regional HR learning programs (e.g., HR capability uplift, TM frameworks, HR operating mechanisms).
  • Serve as L&D point-of-contact for HR team members across Asia, ensuring consistent adoption of HR processes, tools, and frameworks.
  • Coordinate and deliver core learning modules such as onboarding content, leadership readiness, and functional academies.
  • Partner with local HRBPs in each country to ensure learning needs are assessed and development actions implemented.
  • Monitor program participation, feedback, and learning effectiveness; propose improvements and track progress against capability KPIs.
  • Facilitate learning sessions, brown‑bag discussions, HR knowledge‑sharing sessions, and functional capability workshops.

Qualifications:

Minimum Qualifications
  • Bachelor’s degree in HR, Business, Psychology, or related field.
  • 2-4 years of broad HR experience, ideally covering HRBP and/or learning & development exposure. (Years of experience TBC)
  • Experience facilitating workshops or supporting learning programs.
  • Knowledge of Singapore employment law; familiarity with regional HR considerations preferred.
  • Strong proficiency in MS Office and HRIS/LMS systems.
Preferred Qualifications
  • Experience in both HRBP and L&D roles in a matrixed or regional organisation.
  • Background partnering with technical/engineering or services teams.
  • Ability to coach managers and facilitate capability‑building initiatives.
  • Strong stakeholder management, communication, and project‑management skills.
  • Professional certifications (e.g., SHRM, coaching certification) are a plus.
