Job Role:
A General Manager (Operations) for a leading A1 contractor in Singapore is a senior executive responsible for the entire operational oversight and performance of construction projects. The role involves strategic planning, team leadership, financial management, and ensuring project delivery meets client and regulatory standards.
He/She shall report directly to the Managing Director and should have strong organisational and communication skills and be responsible for the day-to-day operations for meeting operational objectives that are aligned with overall business goals in terms of the following:
A. Providing guidance and input to the team on the marketing plan for potential job opportunities, tender, execution and completion of all the projects to meet budget and timeline.B. Shall work closely with the General Manager of Engineering, MEP, Commercial, Contracts and Finance & Administration divisions to ensure that the operational processes are streamlined and optimised to improve efficiency and productivity to meet its business objectives.
C. Working with the Corporate Planning Team to develop and implement the company's strategic plan to achieve long-term and short-term team goals and targets.
Job Responsibilities:
Strategic Planning and Leadership
Strategic direction: Collaborate with upper management and corporate planning teams to develop and execute short- and long-term operational strategies to achieve business goals.
Performance monitoring: Oversee overall business and operational performance by tracking key performance indicators (KPIs) and implementing strategies for continuous improvement.
Team management: Provide strong leadership to project managers, engineers, and site teams. This includes recruiting, training, and developing talent to build a high-performance culture.
Project Oversight and Management
End-to-end execution: Oversee the full lifecycle of multiple construction projects, from tender submission to execution and handover, ensuring projects are completed on time, within budget, and to quality standards.
Tender and costing: Provide guidance on potential tender opportunities, review project specifications and Bill of Quantities (BOQs), and finalize tender pricing in coordination with commercial teams.
Resource allocation: Manage resources, including human capital, equipment, and materials, to ensure optimal project execution.
Quality control: Implement and enforce quality assurance measures and conduct site inspections to ensure compliance with project requirements and construction techniques.
Financial and Commercial Management
Budgeting and forecasting: Manage overall project and operational budgets, control costs, and provide regular financial updates to senior management.
Contractual oversight: Deal with contractual matters, manage change orders, and resolve contractual issues that arise with main contractors or subcontractors.
Procurement: Manage procurement processes, including negotiating contracts with vendors and suppliers for favorable pricing and timely delivery.
Stakeholder Relations and Regulatory Compliance
Stakeholder engagement: Manage and cultivate relationships with all key stakeholders, including clients, architects, government authorities, subcontractors, and vendors.
Safety standards: Ensure strict compliance with all local regulations, workplace safety, and health standards for all construction sites.Risk management: Identify potential risks and implement proactive measures and mitigation strategies to prevent project delays or issues.
Job Required Skills and Qualifications:
Experience: Over 20 years of practical experience with a proven record in managing significant projects and senior management roles, including 10 years in building project construction management with the main contractor at a senior level
Education: A bachelor's degree in Civil Engineering, Construction Management, or a related field. Relevant professional body recognition or certifications may also be required.
Technical knowledge: Strong knowledge of the entire construction process, including project costing, contracts, and relevant regulatory requirements in Singapore.
Soft skills: Excellent leadership, communication, problem-solving, and negotiation skills.Attributes: Highly organised, detail-oriented, and able to work effectively under pressure to meet tight deadlines.
