The Courage Chapter is helping our client to look for an Assistant Manager for a non-profit. The Assistant Manager, will support the HR Director in ensuring continuity and stability of daily HR operations, including recruitment, performance management, employee engagement, payroll, and compliance.

The incumbent will report directly to the HR Director and liaise closely with key HR matters, including providing updates, escalating issues, and supporting decision-making. This role also involves supervising the HR team and upholding service standards during the interim period.

Key Responsibilities
  1. HR Operations & Support
  • Ensure the smooth running of day-to-day HR functions and provide quality service to internal and external stakeholders.
  • Supervise and guide HR team members to maintain service excellence.
  • Uphold and implement HR systems, policies, procedures, and productivity standards.
  1. Talent Acquisition and Recruitment
  • Collaborate with hiring managers to identify hiring needs and develop recruitment strategies.
  • Manage end-to-end recruitment, including job postings, candidate screening, interviewing, and onboarding.
  • Lead recruitment efforts such as career fairs and talks.
  • Manage transfers and exits for Assistant Manager-level positions and above; support other roles as needed.
  1. Employee Relations
  • Act as a point of contact for HR-related queries via email, face-to-face interactions, or the helpdesk system.
  • Support the resolution of workplace conflicts and employee relations issues.
  • Assist in the implementation of employee engagement initiatives.
  1. Learning and Development
  • Identify training needs and coordinate development programs.
  • Facilitate internal training sessions and workshops.
  • Supervise the HR Officer in maintaining accurate training records and fulfilling audit requirements.
  1. Performance Management
  • Manage the performance review cycle.
  • Support Assistant Managers and above in goal setting and appraisal processes.
  • Recommend and implement improvements to the performance management system.
  1. HR Data, Compliance & Governance
  • Collect and manage HR data for operational and strategic insights.
  • Ensure adherence to statutory requirements and HR audit readiness.
  • Maintain proper documentation aligned with employment regulations and organizational policies.
  1. HRIS & Digitalization
  • Maintain accurate records for Assistant Manager-level staff and above within the HRIS system.
  • Continuously improve HR processes through digitalization and automation where appropriate.
  • Monitor and review HR service level agreements and communicate findings to stakeholders.
  1. HR Administration
  • Manage employment contracts, policy documentation, and employee records.
  • Support payroll processing and benefits administration, including insurance matters.
  1. Reporting & Statutory Submissions
  • Prepare and submit reports (headcount, training, statutory surveys, etc.).
  • Handle grant applications, statutory claims, and survey responses.
  • Support organizational initiatives related to manpower planning, PDPA, Safe Management, etc.
Qualifications & Requirements
  • A Degree in Business Administration or Human Resource Management.
  • At least 5 years of HR experience, with a minimum of 3 years in a Senior HR Executive or equivalent role.
  • Minimum 3 years of experience in direct payroll processing.
  • Proven supervisory and team leadership experience.
  • Strong knowledge of employment-related legislation and HR best practices.
  • Excellent attention to detail and record-keeping.
  • Able to handle sensitive and confidential information with discretion.
  • Proficient in MS Office and HRIS systems.
  • Strong interpersonal, communication, and follow-up skills.
  • Able to work independently, manage multiple priorities, and perform under pressure.
