People & Culture Manager - Toa Payoh

Reporting to the Managing Director, this role partners with leaders and teams to align people strategies with operational goals while bringing our EVP, “Greater Together,” to life by embedding its five pillars – Wellness, Growth, Belonging, Recognition, and Purpose – into all aspects of the employee experience.

Key Responsibilities:

Strategic People & Culture Leadership
  • Develop and implement the Singapore People & Culture strategy in alignment with group priorities and local business objectives.
  • Act as a trusted advisor to the Managing Director and leadership team on people strategy, workforce planning, and organisational development.
  • Drive a culture that reflects “Greater Together”, ensuring employees experience Wellness, Growth, Belonging, Recognition, and Purpose in their daily work.
Talent Management & Development
  • Lead end-to-end talent processes including attraction, onboarding, performance management, succession planning, and development.
  • Drive learning initiatives that build capability and enable career growth at all levels.
  • Champion leadership development and ensure managers are equipped to lead effectively.
Employee Experience & Engagement
  • Lead employee engagement initiatives that build morale, connection, and a sense of belonging.
  • Develop and implement programs that support employee wellness, recognition, and meaningful work experiences.
  • Promote a workplace culture that is inclusive and reflective of our EV pillars.
Operational HR Excellence
  • Oversee HR operations including recruitment, compensation & benefits, HRIS, and policy compliance.
  • Ensure HR policies and practices are compliant with Singapore labour laws and aligned with group standards.
  • Drive continuous improvement in HR processes to enhance efficiency and employee satisfaction.
Leadership & Team Development
  • Lead, coach, and develop the People & Culture team to deliver on KPIs and provide high-quality HR support to the business.
  • Build HR functional capability and expertise to support business performance and employee needs.

Key Requirements:

  • Recognised degree, preferably with a postgraduate qualification in Human Resources or Business.
  • Minimum 10 years’ HR generalist experience, including senior leadership roles within multi-site or service-focused organisations.
  • Strong strategic HR leadership with proven business partnering capability.
  • Expertise across all HR functions including talent management, employee relations, compensation & benefits, and learning & development.
  • Excellent stakeholder management, influencing, and communication skills.
  • Strong analytical and problem-solving skills with the ability to make data-driven decisions.
  • Knowledge of Singapore labour laws and HR compliance requirements.
  • Experience in leading HR teams to deliver high performance in a fast-paced environment.
  • Proficiency in HRIS systems and HR operational processes.
