About the role

The Technical Manager plays a crucial role within the China Railway Construction Group Corporation Limited Singapore Branch, overseeing the technical aspects of major construction projects in the East Region. This full-time position requires an individual with extensive experience in construction contracts management, ensuring the successful delivery of complex infrastructure initiatives.

• Performance Delivery: Lead teams and subcontractors, manage design coordination, procurement, authority levels, and ensure safety accountability and inter-team collaboration for successful project execution. To ensure and validate all drawings receive all adequate for construction, raise RFI/RFA to ensure drawings are sign off before issue out for construction or approval.
• Safety & Health: Foster a strong safety culture through regular inspections, incident management, compliance enforcement, and active participation in safety programs.
• Quality Management: Oversee the issuance and approval of construction documents, manage RFIs/RFAs, coordinate samples and mock-ups, monitor fabrication, inspections, and ensure required CONQUAS/GM scores.
• Client & Consultant Engagement: Build strong stakeholder relationships, align project outcomes with client goals, manage reports, feedback, and ensure smooth consultant coordination.
• Time & Programme Control: Administer and monitor project schedules, long-lead procurement, technical submissions, inspections, and delivery milestones while addressing delays and EOT claims.

• Bachelor's Degree in Architecture, Civil & Structural Engineering, Mechanical/Electrical Engineering, Construction Management, or Building Science
• Minimum 10 years of project management experience in the construction industry, specifically with major A&A works and ERSS/piling projects
• Strong knowledge of RC structure, architectural and M&E works; proficiency in AutoCAD and Revit is a plus
• Strong leadership skills with the ability to guide cross-disciplinary teams and manage project responsibilities independently
• Ability to resolve technical issues, optimize design solutions, and ensure buildability compliance
