As an Assistant Payroll Manager, you will be responsible for the following duties:
- Manage full end-to-end payroll processing, ensuring accuracy and timely salary disbursement
- Maintain payroll records and ensure data integrity across systems
- Ensure compliance with Singapore statutory requirements (CPF, IRAS, MOM)
- Handle CPF submissions, IR8A/IR21 filings, tax clearance, and MOM reporting
- Manage government-paid leave, NS make-up pay, and union payroll matters
- Prepare payroll reports, reconciliations, and monthly summaries
- Respond to payroll queries from employees and stakeholders
- Support annual compensation review, bonus payouts, and salary adjustments
- Lead and consolidate annual manpower budget and headcount planning
- Perform cost simulations and workforce expenditure forecasting
- Collaborate with Finance on budget reviews and approvals
- Present manpower budget and FTE projections to management
- Identify and implement payroll process improvements and system enhancements
- Support payroll policy development and HR-related projects
- Prepare ad-hoc HR and payroll data analysis reports
- Diploma or Degree in Accounting, Finance, Human Resources, or related discipline (or equivalent professional qualifications)
- Minimum 4 years of hands-on payroll experience
- Prior experience in cleaning, facilities management, or construction industries with complex payroll structures (e.g. shift allowances, overtime, multiple pay groups) is highly preferred
