Job Description
  1. Maintenance Management: Plan, schedule and oversee preventive maintenance of M&E systems (ACMV, electrical, plumbing, elevators, fire protection and etc). Ensure compliance with statutory inspections and certifications. Implement preventive maintenance programs to minimize downtime. Monitor energy usage, propose efficiency strategies and ensure adherence to green building standards if applicable.
  2. Vendor and Contractor Management: Supervise external providers to ensure quality and schedule compliance. Negotiate contracts for cost efficiency. Oversee repairs/renovations, ensuring that all work meets quality standards and alignment with safety regulations. Evaluate vendor performance and maintain strong contractor relationships.
  3. Budgeting and Cost Control: Prepare and manage M&E budgets, track expenses, and ensure cost-effective resource use. Forecast facility costs, monitor financial performance, and identify cost-saving opportunities without compromising service.
  4. Safety and Risk Management: Lead emergency response for M&E incidents (e.g., power outages, equipment failures). Develop contingency plans and ensure safety compliance. Conduct risk assessments and implement mitigation strategies. Ensure compliance with safety protocols to mitigate operational risks.
  5. Compliance and Reporting: Ensure operations compliance with banking regulations, building codes, safety regulations, and industry standards. Prepare and maintain documentation for audits, inspections, and compliance reporting.
  6. Project Management: Oversee renovations/upgrades, ensuring timely completion and quality. Coordinate with architects, engineers, and contractors. Monitor project progress and resolve technical challenges.
  7. Leasing Management: Lead leasing strategies to maximize rental income and occupancy. Responsible for finalizing lease agreements and managing documentation. Build and maintain relationships with different stakeholders
  8. Stakeholder Communication: Serve as the primary contact for facility-related issues. Prepare and present reports on performance, budget status, and project progress to senior management.
  9. Undertake any other duties as assigned by the department.
Job Requirements
  1. At least 5 years experience in property maintenance and management including office management/services and contract management
  2. Fire Safety Manager Certificate as conducted by SCDF/Ngee Ann Polytechnic
  3. Green Mark Manager Certificate as conducted by BCA or equivalent qualifications
  4. Detail-oriented, analytical mind, ability to work independently, possesses good communication, interpersonal relationship and negotiation skills.
  5. Proficiency in Chinese would be essential as incumbent is required to write and understand documents in Chinese.
