Agile Project Manager / Technical Delivery Manager
Job Description
Major Global Organisation is seeking an experienced Project Manager for a mission-critical role based in Singapore, supporting high-impact initiatives in China and Taiwan. The ideal candidate will bring strong technical delivery experience, fluency in Mandarin, and a background in banking systems such as payments, treasury, or regulatory platforms.
The Position:
Drive end-to-end delivery of regional technology projects, ensuring alignment with business goals, timelines, and budget.
Act as the central point of coordination across technology, business, and vendor teams.
Oversee Agile ceremonies and delivery routines, including sprint planning, stakeholder updates, risk/issue tracking, and change control.
Lead cross-functional teams including developers, BAs, testers, and vendors across multiple time zones.
Collaborate with China/Taiwan-based stakeholders, ensuring all communication and documentation is effectively managed in both English and Mandarin.
Coordinate testing cycles including functional, UAT, and production rollout.
Maintain project governance, manage dependencies, and ensure compliance with internal change management standards.
The Candidate:
Proven experience in technical project management, preferably within the banking and financial services sector.
Experience working on or delivering projects involving stakeholders or systems in Greater China (e.g., China, Taiwan).
Strong stakeholder management and cross-functional collaboration skills.
Proficient in Agile and DevOps delivery methodologies.
Strong understanding of application architecture, secure data handling, and infrastructure components.
Highly organized, analytical, and adaptable in a fast-paced environment.
Preferred Qualifications
510 years of experience in project or technical delivery roles.
Regional project exposure, especially involving multi-country coordination or cross-border teams.
Familiarity with regulatory and payment systems, particularly in an APAC context.
PMP, PRINCE2, or Agile-related certifications.
Experience with JIRA, Confluence, and project tracking tools.
Background in business analysis or system implementation is advantageous.
Ability to communicate effectively with stakeholders in the region, including those in Mandarin-speaking markets, to facilitate project delivery.
