We are seeking a highly motivated and experienced Senior Manager/Manager with strong expertise in international development and digital inclusion to lead our digital programme in Asia. As a key contributor, you will play a pivotal role in shaping programme strategy, forging impactful partnerships, and spearheading projects that align with our mission of fostering sustainable development, promoting international cooperation, and delivering meaningful outcomes that enhance Singapore’s contributions to the region.The role will also support youth development programming, particularly where it intersects with digital empowerment and capacity building for youth in the region.
Responsibilities:
- Lead the conceptualisation, implementation, and continuous improvement of digital development programmes aligned with SIF’s goals and regional development priorities.
- Drive the regional expansion of SIF’s digital programming across Asia through strategic planning, partnership development and contextual programme design.
- Ensure programme relevance and alignment with key frameworks such as the ASEAN Digital Masterplan 2025, UNDP Digital Inclusion Playbook, and Singapore’s digital diplomacy and international cooperation priorities.
- Build and manage strategic partnerships with governments, multilateral organisations, corporates, academia, and civil society to co-create impactful initiatives and policy-relevant outcomes.
- Oversee end-to-end programme implementation, including planning, budgeting, procurement and team supervision to ensure excellence in delivery.
- Design and implement robust impact measurement frameworks and ensure data-driven programme improvement.
- Represent SIF at regional and international platforms, fostering collaboration and strengthening Singapore’s role as a trusted partner in digital inclusion and development.
- Support SIF’s youth development programmes and initiatives, particularly when they intersect with digital inclusion, innovation and youth capacity building.
- Collaborate with internal teams to enhance programme visibility, strengthen donor engagement, and contribute to communications, media outreach, and fundraising efforts.
- Mentor and guide team members to achieve excellence in programme delivery and stakeholder engagement for a high-performing and motivated team.
Requirements:
- Bachelor’s degree, preferably in Information and Communication Technology (ICT), Digital Innovation, International Development, Public Policy or humanities-related discipline.
- At least 5-7 years of progressively responsible experience, including at least 5 years in project management and programme development roles, ideally in the international development, NGO, public, or philanthropic sectors.
- Proven track record in leading regional or multi-country digital development initiatives, especially in Asia.
- Strong knowledge of digital inclusion topics—access, literacy and future readiness, safety and security, and emerging technologies—with a good grasp of intersectional issues such as gender, disability, and youth.
- Demonstrated experience engaging diverse stakeholders including governments, corporates, multilateral agencies, and NGOs.
- Good understanding of Monitoring, Evaluation, and Learning (MEL) practices and grant/project management.
- Excellent communicator (written and spoken) with strong facilitation, critical thinking, and problem-solving skills.
- Strong budgeting, reporting, and financial oversight capabilities.
- Experience in resource mobilisation, donor engagement, and proposal writing is highly desirable.
- Confident in managing multicultural, cross-sectoral teams and operating in a matrix structure.
- Willingness to travel.
- Singaporean.
