Financial Management
- Provide accurate financial analysis to support strategic and operational decision-making by the CEO and Board of Directors.
- Analyse and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, projects/programmes and grants accounting.
- Prepare and present strategies to the Board of Directors and provide status updates on key initiatives and revenue streams.
- Oversee and lead annual budgeting and planning process.
- Administer and review all financial plans and budgets; manage organizational cash flow and forecasting; and keep CEO and Board of Directors abreast of the organization’s financial status.
- Strengthen the financial management/reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
- Work with Community Partnership Team to maintain the donor management system and ensure that records are accurate and up to date; ensuring that donors receive their tax-deductible receipts on a timely basis.
- Improve the finance department’s overall policy and procedure manual.
- Work with teams on impact reporting.
- Ensure compliance with governance, legal matters and reporting requirements for charities in Singapore.
- Oversee risk management frameworks, health and safety compliance and data protection requirements, including compliance with regulatory requirements, accounting standards, and good governance practices (e.g. Charities Act, Personal Data Protection Act, etc).
- Manage the AGM and liaison with Corporate Secretary and all other Board matters.
- Coordinate and lead the annual audit process, liaise with external auditors and the Governance & Audit (G&A) committee of the board of directors; assess any changes necessary.
- Serve as Data Protection Officer (PDPA), Safe Management Officer, and handle updates on government portals and statutory reporting.
- Supervise all operational activities, including office management, facilities maintenance, vendor relationships, and logistics.
- Manage administration functions such as secretarial support, board meetings, archiving reports.
- Lead process improvement initiatives, standardise and document workflows, and ensure operational efficiency.
- Manage outsource partners such as IT etc.
- Collaborate with CEO and Board of Directors to identify growth opportunities, including partnerships, or new programs.
- Lead strategic planning and corporate development strategies to strengthen financial and operational goals.
- Work with the CEO and respective HODs to develop, prepare and organise materials for grant applications and monitoring compliance of KPIs.
- Manage the funding, grants and donor contributions, ensuring transparent reporting and accountability.
- Manage transformation initiatives
- Possess at least a Bachelor in Finance/Accounting or a professional qualification in finance, ideally with an ACA, ACCA, CIMA, CA/CPA or related degree.
- At least 8 years of overall professional experience; ideally 5 years of senior-level broad financial and operations management experience. At least 3 years of proven experience leading a finance & operations function, ideally in nonprofit sector / charity organisation.
- Has experience of final responsibility for the quality and content of all financial data, reporting and audit coordination for a business unit or significant division, and has preferably overseen a human resources function previously
- Technology savvy with experience selecting and overseeing software installations and managing relationships with IT vendors; knowledge of accounting and reporting software
- Working knowledge of the Charities Act, and other nonprofit regulations and compliance is preferred.
- A track record in grants management will be an advantage.
- A successful track record in setting priorities; keen analytic, organization and problem solving skills which support and enable sound decision making.
