Job Title: Executive Director, Eurasian Association Secretariat
Reports To: Management Committee, The Eurasian Association (EA)
Team: Secretariat of 10 staff

Location: Singapore

Job Purpose

The Executive Director (ED) is the senior executive responsible for leading The Eurasian Association (EA) Secretariat and supporting The Eurasian Association Management Committee (EA MC) in achieving the EA’s mission. The ED oversees strategy, governance, people, and operations to ensure EA’s financial sustainability, operational excellence, and continued relevance to the community and Singapore.

The ED leads the development and implementation of a rolling 3-year workplan and budget, ensures compliance with all regulatory and charity requirements, develops staff capabilities, and drives digital transformation for efficient and impactful operations.

Key Responsibilities
  1. Strategic Leadership
  • Work closely with the Management Committee (MC) to develop and implement a rolling 3-year workplan and budget aligned with EA’s mission and priorities.
  • Provide strategic advice and professional recommendations to the MC on emerging issues, risks, and opportunities.
  • Represent EA at key community and strategic partner events.
  • Foster collaboration and shared purpose across the Secretariat and MC.
  1. Programs Planning and Development
  • Work closely with MC and Sub-Committees to oversee the planning, implementation and evaluation of the EA’s programs and services
  • Ensure that the programs and services offered contribute to the EA’s mission and reflects the priorities of the MC
  • Monitor the day-to-day delivery of the EA’s programs and services by the Secretariat and ensuring its quality
  • Support the MC and Sub-Committees to oversee the planning, implementation and evaluation of special projects
  1. Governance and Compliance
  • Ensure EA’s operations adhere to best practices in governance in line with Charity and IPC regulations, the Charities Act, and relevant MCCY and NCSS guidelines.
  • Maintain robust systems of internal control, risk management, and accountability.
  • Support the MC in policy development, agenda preparation, and the timely submission of reports, minutes, and statutory filings.
  • Uphold transparency, integrity, and public trust in all aspects of the EA’s work.
  1. Financial Sustainability
  • Oversee preparation and management of EA’s annual and multi-year budgets, ensuring alignment with strategic priorities.
  • Drive financial sustainability through prudent cost management, diversified funding sources, and effective use of grants, donations, and sponsorships.
  • Ensure robust financial controls, accurate reporting, and compliance with all audit and financial governance requirements.
  1. Organizational Development and People Leadership
  • Lead, motivate, and develop a Secretariat team of 10, ensuring the right structure, capabilities, and culture for high performance.
  • Recommend workforce planning, performance management, and staff development frameworks for MC’s endorsement.
  • Promote a positive, inclusive, professional and accountable work environment that reflects EA’s values.
  • Build leadership capacity within the Secretariat to support succession and organizational resilience.
  1. Digital Transformation and Operational Excellence
  • Champion the adoption of digital tools and processes to enhance organizational efficiency, data management, and stakeholder engagement.
  • Ensure smooth, effective, and transparent daily operations that deliver measurable outcomes and community impact.
  • Continuously review and improve operational policies and procedures to align with EA’s evolving needs.
  1. Stakeholder and Community Engagement
  • Strengthen EA’s relationships with government partners (e.g. MCCY, MSF, NCSS, PA), donors, other self-help groups, community organizations, and members.
  • Drive outreach and engagement initiatives that reinforce EA’s role as a key representative body for the Eurasian community.
  • Oversee key communications platforms including events, newsletters and Annual Report, website, and social media channels to ensure that the EA effectively and consistently communicates its values, strengthens partnerships, and catalyzes positive outcomes.

Knowledge, Skills, and Attributes
  • Proven leadership and management experience, preferably in the non-profit or public sector.
  • Strong understanding of charity governance, financial management, and IPC compliance.
  • Strategic thinking and ability to translate vision into executable plans.
  • Excellent interpersonal, communication, and stakeholder management skills.
  • Experience in team leadership, change management, and organizational development.
  • Strong digital literacy and interest in process automation or technology adoption.
  • Commitment to community service, integrity, and ethical leadership.
Work Environment
  • Office-based, with occasional evening or weekend work for meetings or events.
  • Role requires representing EA at official functions, community events, and stakeholder engagements.
