The Manager, Quality Assurance is responsible for independently monitoring, validating and assuring the quality standards of Early Intervention (EI) services across centres.

The role provides objective assurance to Senior Management that Ei services are compliant with regulatory requirements, aligned with approved quality frameworks and delivered with consistency and fidelity. The QA function identifies quality gaps, risks and systemic issues and recommends actions for management ownership and follow-up.

This role does not hold operational, curriculum, or clinical ownership, and is positioned as an independent internal assurance function.

Key Responsibilities
  1. Quality Assurance & Compliance Monitoring
  • Apply and validate organisational quality assurance frameworks against ECDA, MSF, and SPARK requirements for Early Intervention services.
  • Conduct scheduled and ad-hoc quality reviews, audits and site visits to assess:
  • Teaching and intervention practices
  • Documentation and record-keeping
  • Assessment and progress monitoring processes
  • Compliance with approved standards and guidelines
  • Serve as an internal quality validator, assessing consistency, fidelity and adherence to standards across centres.
  • Identify quality risks, gaps and areas of non-compliance, supported by evidence.
  1. Reporting, Assurance & Escalation
  • Prepare clear, evidence-based QA reports for Senior Management, highlighting:
  • Compliance status
  • Quality strengths and gaps
  • Risk implications
  • Recommended corrective actions
  • Track follow-up actions and closure of identified quality issues, ensuring accountability rests with the appropriate functional or centre leads.
  • Escalate systemic or high-risk quality concerns in a timely and professional manner.
  1. Data Review & Evidence Validation
  • Review child progress data, programme documentation, and centre-level records to assess:
  • Data integrity and consistency
  • Alignment between documented practices and observed delivery
  • Compliance with assessment and reporting requirements
  • Validate that outcome claims and quality indicators are evidence-based and auditable without assuming responsibility for programme outcomes or intervention design.
  1. Standards Alignment & Advisory Input
  • Provide advisory input to management on quality trends, recurring gaps and systemic risks observed across centres.
  • Support organisational readiness for external audits, reviews or accreditation exercises through independent pre-assessment and gap identification.
  • Contribute to the strengthening of a quality and accountability culture while maintaining assessor neutrality.
Qualifications
  • Minimum 8 years of professional experience in Early Childhood Education or Early Intervention including experience as a Centre Leader or equivalent senior role.
  • Demonstrated experience in quality assurance, audits, accreditation, compliance reviews or governance-related functions.
  • Strong working knowledge of ECDA regulations, MSF requirements and SPARK 2.0 (or equivalent quality frameworks).
  • Proven ability to exercise independent professional judgement and make evidence-based assessments.
  • Strong analytical, report-writing and documentation skills with the ability to synthesise findings into clear assurance reports.
  • Professional communication skills, able to engage stakeholders objectively without assuming operational or supervisory authority.
